Why mill sites line up with data center needs
Paper mills typically operate substantial on-site power infrastructure to run pulping, drying, and processing equipment around the clock — which means real grid capacity is already provisioned at the site, not something that has to be built from scratch.
Just as importantly, mills have significant water rights and infrastructure for their processes. That same water access is directly useful for data center cooling, particularly for higher-density AI deployments where liquid cooling is increasingly standard.

Mill closures over the past two decades have followed shifting global demand and rising energy and input costs, leaving behind sites where the power and water infrastructure often outlives the economics that built it.
Rural and semi-rural siting was originally about proximity to timber, not power — but it has the useful side effect of fewer neighboring-use conflicts for a data center conversion than an urban industrial site would carry.
What a realistic timeline looks like
Mill sites carry environmental considerations tied to legacy processing chemicals (bleaching agents, black liquor handling) and wastewater treatment infrastructure — well-trodden diligence territory for industrial redevelopment, with known remediation pathways rather than open questions.
The larger practical workstreams are usually equipment removal (paper machines are enormous, heavy, and slow to demolish) and structural retrofit for data hall use. Both are real cost and schedule items, and both get priced into deal structure at the outset rather than surfacing as surprises.
